Tripoli, Libya. 1-4 May 1994
The First Pan-Arab Conference of
Plastic, Reconstructive and Maxillofacial Surgery was held in Tripoli, expertly organized
by Dr Mustafa' Zaidi and his collaborators M. Rida Franka, W.K. Behar, A. EI-Maghor, A.

representatives were invited from Austria, Brazil, France, Greece and Italy (the MBC's
General Secretary was invited as a representative of the Club and as a guest speaker).
The scientific works, of high level, touched on the various fields of activity of the
specialities involved, showing quality of content and testifying to the professional
prestige achieved in the various countries. The first session opened with two guest
lectures: M. Masellis on "Fire disaster management" and M. Zaidi on "Bums
in children" These were followed by B. Metisch et al. on 'Electrical burns in
children"; A. Al-Gabal on "Review of electrical burns in Benghazi", A.
Numeri on "Management of Bums in Dubai" and 1. Nagee on "Immunological
profile of burned patients" and "Early surgical excision and grafting of
deep burns using cultured epithelial autografts". In the first afternoon session,
after an efficacious guest lecture on "Modem reconstructive technique for
rehabilitation of burned patients" by M.S. Zaki and a stimulating guest lecture
by A. Dayoub on "Bums and burning: in mythology, religions and different
cultures", F. Zeidan et al. spoke on "Infection in burns" and A.
Adouani et al. on "Treatment ofpost-burn complications". The second part
of the proceedings was opened by a clear and complete guest lecture by J. Letarjet on "Pain
management in burned patients", followed by M. El-Oteify on "Localflaps
in the management ofpost-burn scars" and A. Mahjob et al. on "New
surgical technique for treatment of post-burn contractures". The second day, also
rich in presentations, began with guest lectures from L. Ribeiro on "Breast
reduction1l, which was very interesting, M.S. Kamal on "Breast
reconstruction", precise and complete, and J.L. Foyatier on "Reduction
mammoplasty", very much appreciated from the technical viewpoint. The proceedings
continued with papers on the theme by M.S. Zaki on "Breast reconstruction after
mastectomy", M. Zaidi et al. on "Reduction mammoplasty: review of 50
cases" and F. Zedan et al. on "Breast reconstruction". In the
second morning session, after an efficacious guest lecture by J. Holle on "Face
lifting", the attention returned to breast surgery, with M. Gega, who presented a
paper on "Breast reconstruction after mastectonty", A. El-Sharkawi on "Breast
reconstruction after mastectomy" and Tazi ElHassane on "Reduction
mammoplasty by peri-areolar technique". The number of papers and the various
technical proposals presented gave rise to interesting and lively discussion. The session
was concluded by Sami Asfoor, who presented a paper on "Liposuction". In
the first afternoon session another interesting subject was considered: rhinoplasty. After
two richly informative guest lectures, by M. Kadry on "Aesthetic rhinoplasty"
and M * Sagier also on "Aesthetic rhinoplasty", M. Refqui continued
with "New cephalic-based septal mucochondrial and mucoperichondrial flap". Once
again there was a stimulating debate from which emerged a number of interesting points
regarding possible techniques to be used and the different biological reactivity in
relation to the type of patient treated. The proceedings continued with a variety of other
subjects. A.T. Atta spoke on "Mino-abdominoplasty," M. ElSombati on "A
new surgical concept for treatment of tattoos", A. Abdulnabi on "One-stage
reconstruction of hypospadias" and S. Abdulgani on "Rhomboidflap in the
repair of hypospadias fistulae". In the second session a guest lecture by A.
Abulfelat on "One-stage lip reconstruction", a precise and
well-documented presentation, opened the proceedings on surgery of the craniofacial
region, with A. El-Sharif on "Surgical treatment rudens ulcet", M. Zaide
et al. on "Mandibular fractures. Retrospective study analysis", R.
Al-Nabscha et al. on "Cleft Up", S. Abdulgani on "Assessment of
orbicularis oris function in cleft lip repair", Ali Muaawia on "Perineural
spread of oral cancer" and A. Hussein on "Cleft palate: evaluation of
early surgical outcome". The last day was devoted to the treatment of
other equally interesting subjects in relation to various pathological aspects. The first
morning session was opened by guest lectures by G. Freilinger on "Crossface nerve
graft in facial palsy", with a rich selection of very interesting clinical cases,
and H. Badran on "Management of hernifacial microsomia", which tackled
this difficult subject with emarkable precision. These were followed by M. Sagir on "Maxillo-mandibular
osteotomies", M. Sabah on "Bone graft of facial bones", Majed

of localflaps in head and neck reconstruction after excision of common skin tumors", T.
Jermal et al. on "Surgical correction of exophthalmos secondary to Draves'
disease" and A. Nefzi et al. on "Dermatofibrosarcomas of Darier
Ferrand". The second morning session opened with a richly interesting guest

loss of lower extremities", followed by A. Borhan on "The role of
septocutaneous flap in reconstruction of the knee region", M. Zaidi et al. on "Free

composite transfer in reconstructive surgery", H. Chiboub et al. on "Covering
soft tissue loss of lower extremities with Talon" and A. ElSherif on "The

plastic surgery. This was opened by a complete and up-to-date guest lecture by H. Millesi
on "Peripheral nerve repair", followed by M. Ouadghiri et al. on "Indications
of Chinese flap in hand trauma", M.A. Elgadi on "Hand war injury
reconstruction by groin flap", A. Lahlou et al. on "Indication of
latissimus dorsi flap in upper extremities", M.R. Franka et al. on "Toe
to hand transfer for thumb reconstruction", H. Chiboub et al. on "Transposition
of fingers", A. Neftri et al. on "Macrodactilies", A.A. Nuridin
on "Role of perivenous areolar tissue in venous flap viability," and M.
Abu-Elsoud on "The scrotalfasciocutaneous andfascialflap". The high-level
scientific aspect was matched by a magnifi~ cent social programme that enabled
participants to visit some very picturesque parts of the city of Tripoli and the nearby
Roman antiquities, and to socialize and have further exchanges of ideas about the various
subjects discussed. The administrative assembly that followed the conclusion of the
scientific proceedings approved the constitution of the "Pan-Arab Association of
Burns and Plastic Surgery" (PAAS), with the following officers:
Dr Antoine Dayoub President Elect (Syria)
Dr Moustafa Zaidi : Secretary General (Libya)
Dr Mohamed Kadry Treasurer (Egypt)
Dr Mohamed S. Kamal: Coordinator between
PAAS and MBC (Egypt)
The MBC is very pleased to greet the
creation of the "PanArab Association of Burns and Plastic Surgery" and in the
spirit of its own constitution - "to create a permanent forum for dialogue on burns
and burn emergency among specialists from countries in the mediterranean basin linked by
common historical, cultural, intellectual and geographical ties" - it will be pleased
to accept the PAAS as an Associate Society.
